Is it allowed to clear debris on the putting green with other
than the back of one's hand, such as with the putter head?

Dear Rip Van Winkle,
Lou, the Rule was changed many moons ago to allow players to
use any implement (towel, hat, club, etc.) to brush loose impediments on the
putting green [Rule 16-1a (i)]. The player would be penalized if he were to
test the surface of the green or push anything down.
