This question is in regard to not being allowed to stand behind your partner when they putt so you can see the line. What about when playing in a Scramble? Does that rule still apply? I ask because a Scramble format is a non-postable, not really by the rules type of game.

Scrambles are described in the Official Guide [Committee Procedures, Section 9, 9c, p. 510 in my edition], but no modifications to the Rules are suggested.
However, there is a tradition in scrambles of partners positioning themselves behind the putter to watch the speed and break. I very much doubt players will be inclined to break this tradition. Since the Rules provide no direction here, I will go out on a limb and suggest this is acceptable in scrambles. As you say, no one will be posting a score.
