Regarding your recommendation to “announce the stationary object
you sight”:
An experienced tournament official told me that rather than
sight an object, he recommends simply aligning the club/putter head directly at
90 degrees to the hole. This obviates the sometimes-exaggerated process players
often go through when “spanning” a ball. (Never heard the term “spanning”
before.)
I thought this alternative might interest you, given the
vast majority of requests to move a ball occur on the green.
