Ask Linda #1694-Move object out of path of oncoming ball

Happy New Year, Linda.
I continue to enjoy your regular rule explanations.

My question is in regard to Rule 24-1 Movable Obstructions and the final paragraph: “when a ball is in motion, an obstruction that might influence the movement of the ball, other than equipment of any player or the flagstick when attended, removed or held up, must not be moved.” 

Am I right to say that the player who made the stroke incurs the penalty of two strokes/loss of hole irrespective of who moves the obstruction?

No.

The player who moves an object out of the path of an oncoming ball is the player who incurs the two-stroke/loss-of-hole penalty. Please read Rules 17-2 (Unauthorized Attendance of a Flagstick), 23-1 (the last sentence before the Note), and 24-1 (the last sentence before the Note), as well as Decision 17-2/2.
