During a round in the club championship, it begins to rain
and the conditions become rather sloppy so the committee then decides to play
'lift, clean, and place' (preferred lies). Is this allowed after the
round has already begun?

Dear Lulu,
The USGA strongly recommends that all players play the same
rules on the same holes. This means that if the first players in the tournament
had just completed the 6th hole, they could begin to play preferred
lies on the 7th hole. All groups following them would begin to play
preferred lies when they reach the 7th hole, thereby assuring that
all players play under the same rules on the same holes.
I am assuming the tournament is being played with tee times.
If it is a shotgun, then there is no possibility of initiating preferred lies in
the middle of the tournament.
