Surely he is reading 20-3 incorrectly?
Any of three can replace the ball - just that the player
is responsible.

That is correct,
Lou. In answering the reader’s question I failed to notice his incorrect
statement.
When it comes time to
replace a ball that has been marked and lifted, it must be replaced by the
player, the player’s partner, or the person who lifted the ball If it is
replaced by any other person, the player incurs a one-stroke penalty
[Rule 20-3a].
If the ball is replaced
incorrectly by the player, his partner, or the person who lifted it, the player
is responsible for any breach of the Rules. If the player becomes aware of a
breach before he putts the ball, he may correct the error and not be
penalized [Rule 20-6].
