Linda, this happened today. 3 steel posts were put in the
middle of the Fairway to show Ground Under Repair. Actually it was just wet,
but they didn't want the carts driving over it. A lady teed off, hit one
of the steel markers and her ball flew out of bounds. What is the ruling? I
know it is an obstruction, it was half way up the fairway on a par 3, too much
time wasted to run up and lay the markers down. Does she re-tee, or play the
ball where it lies, which was out of bounds?

Dear Lulu,
That’s just bad luck, Lulu. The golfer must play the ball as
it lies. Since it came to rest out of bounds, she must hit another ball from
the tee, which will count as her third stroke.
