If the ball lands on casual water on a road, can one take
relief and still drop on the road, or does it have to be complete relief from
both the water and road?

Dear Lou,
In taking free relief from casual water that lies on a road,
if the area within one club-length of the nearest point of relief from the
casual water lies on the road, you must drop on the road. After the drop, if
you have interference from the road, you may take free relief from the road
(immovable obstruction) or play the ball as it lies. Alternately, you may
decide to take your relief from the road, ignoring the fact that your ball lies in
casual water.
