course that I played on New Year's Eve was very crowded, and while killing time
on a couple of holes, I hit pitch shots from one end of the raised teeing area
to the other, maybe 20 yards max. Would this still be allowed under Rule 7-2(c),
or do you think that this is “pushing it?”

You're
OK with this, Lou. 20-yard shots are chips (not pitches), and you are hitting
them on or near the teeing ground. I do this often when I have to wait to tee
off. Just make sure no one in your group is in the line of fire!
