Linda, we are aware that in a Red-staked Hazard area you are
not allowed to ground your club. However, if the ball is in a Water Hazard
somewhat exposed so that it is possible for a player to hit the ball, can the
player’s club touch the water prior to addressing and striking the ball?

Dear Lou,
No. A player is not permitted to touch the water in a water
hazard with his club prior to making his stroke [Rule 13-4b]. The penalty for
doing so is two strokes (loss of hole in match play). You need to hover your
club above the water at address, the same as you would hover your club above
the sand in a bunker.
