your club slightly brushes the sand on your takeaway when in a bunker is that
considered a penalty stroke even if you continue thru with your swing?

It’s
not one penalty stroke, Lou, it’s two! You may not touch the sand in the hazard
before you make your stroke [Rule 13-4 and Decision 13-4/31]. Your backswing is
not part of your stroke [Definition of “Stroke”].
