You are correct, Lou. A player is not permitted to improve
his lie, the area of his intended stance or swing, or his line of play, by
removing dew [Rule 13-2]. This is because dew is neither casual water nor a
loose impediment [Definition of Casual Water; Definition of Loose Impediments].
