Ask Linda #1796-Free relief from cultivated flowerbeds

Linda, Lou here with a question or two...
General theme is "proper relief"...areas like staked trees, welled trees, etc.
What is the definition of a cultured bed? I understood they are any bed maintained by staff, i.e., not natural ground/grass.
Is there free relief from a cultured bed or is it a local rule?

Dear Lou,

If the golf course wants to protect cultivated flowerbeds, it may adopt a Local Rule declaring the areas to be ground under repair and prohibiting play from such areas [Appendix I, Part A, #2a]. It also has the option to protect young trees via a Local Rule [Appendix I, Part A, #2b]. If no Local Rule has been adopted, there is no free relief.
