Just to seek clarification, if my ball is 10 yards OFF the
green, can I remove loose impediments ON the green before my approach shot?

Dear Lou,
Yes. Absolutely.
Except when your ball and the loose impediment lie in the
same hazard, there is no restriction on where you may remove loose impediments
[Rule 23-1]. There is, however, a two-stroke/loss-of-hole penalty for unduly
delaying play [Rule 6-7], so a loose impediment 50 yards away is an obstacle
you will want to ignore.
