My query is:
If the ball hit by a player hits the building or tree
outside the course/OB mark and falls back in the course/playable area, is it
still in play or is it considered as OB with a penalty of stroke and distance?

Dear Lou,
The ball is in bounds, Lou. The location of the ball is
determined by where it lies, not how it got there. If your ball ricochets off a
building that lies out of bounds and settles on the course, it is in play. The
converse is equally true – a ball that ricochets off a tree that is on the
course and settles out of bounds is out of bounds.
